I can see how the wording is confusing, but I think it's actually
correct. The point is that we are willing to trade off horizontal vs.
vertical stretching (more horizontal stretching = more lines = less
vertical stretching). Because the last page is ragged, there is no
penalty for vertical stretching. Therefore we have no incentive to
increase the horizontal stretching for the last page.
If you can come up with a clearer phrasing, please go ahead and change
it.
