Note-columns should be spaced so their main column of note-heads is close to the desired position, with accidentals affecting spacing no more than necessary.
FWIW, Gould disagrees with this. She says accidentals (and other notational elements) should have a staff-space clearance from a mid-line barline unless spacing is cramped, when it's acceptable to move closer (but never less than half a space).
