I know I can "correct" with \vspace # , but then I have to know if the text
will be broken *before*
is this a bug or can this markup be written differently?

Looks like a bug to me. Do you have access to the Bug List? If so, could
you go to this issue and add the version you were using? The bug has been
added as issue 3054 :
