I just checked that page and there is no doubling of the
notehead.
So I assume you mean that compiling LSR 199 with Lilypond since version
2.15.7 results in a doubled tuplet number.

Certainly it is doubled in that png.

Maybe. Does searching the tracker list bugs related to tuplet doubling
since the version used to create the current LSR? Is so, then I would
expect it to be fixed by 2.16.x
Probably worth a tracker, don't you think? I'm on duty today; I'll do it
later.
