I tested it and I don't see what's the point of moving that directory.
If you do it, the website/ html files will have broken links.

This edit was added Oct 17 2010 by The Right Honorable Graham Percival .. so looking in dev at that time (when we didn't have a patch review process (and so it is very likely this was added the same time as any discussion that preceded it) I get this thread
