This can only be done if a) the pop3d binary is SUID, or b) the user ssh-es
in as root. For a normal user, that's generally not possible.

If it's already running as the user, why does it need to setuid()? Actually,
IIRC, a regular user should be able to successfully call setuid() to their
own UID. It just doesn't do anything productive.
