That's not related to Mailutils: ignore it as well.

You don't have GNU Radius installed.  Get this file:

http://git.savannah.gnu.org/cgit/radius.git/plain/scripts/radius.m4

and drop it somewhere in your macro search path[1]. Then re-run
bootstrap.
