This is already fixed by a change that's available in the CVS sources
for GNU make. This change rationalizes different timestamp resolutions
without needing special compilation flags (and, as a result, the
--disable-nsec-timestamps option has been removed).
Unfortunately, I haven't found the time to create a new point release :(
