Follow-up Comment #1:

The documentation online is for the latest version of GNU make, which is
(currently) version 3.82.  The features described in that manual for that
version of GNU make.

If you're using an earlier version of GNU make, such as GNU make 3.81, then
your version may not have all the features and capabilities described in the
online documentation.

You should consult the version of the GNU make manual that comes with the
version of GNU make that you're actually using: that will give you the
appropriate content for that version.
