Scroll Form window

Hi,
  Pardon my ignorance. I am new to linux..ncurses. But
can anyone tell me if the form window can scroll or
not.
  Also if there is any other library similar to form
in windows.

PS. Just wondering if there is no such library. Then
how come one has written sophisticated programs like
borland turboc++ ide, with full mouse and panel
support. And those railway reservation ms-dos screens.
