You probably need to use the package manager to install
the "ncurses-devel" package. The regular "ncurses" package that Fedora
includes has only a minimal set of necessary ncurses files. The
"ncurses-devel" package includes a more complete set, including
the files needed to compile with the library.
Other libraries are split this way, too, on Fedora. The installed
package includes only the minimum set of files needed to get programs
to run, so you'll have to install the "devel" version of the library
if you want to use it in compilation.
