Sorry I've taken so long to reply... buried in email!
Would you be able to turn on verbose mode in libparted/fs_fat/fat.h,
(by uncommenting #define VERBOSE), and running:
(parted) ch 1
And sending the output?

P.S. if you want to suggest changes to parted, please send in a unified
diff. You can create this with:
$ diff -u device.c.old device.c.new > device.c.diff
I have already done what I think is necessary for parted... you can
check in soon-to-be-released 1.4.8-pre1
