I was just thinking about this yesterday.  Take, for example you dd from a
9GB disk to your brand new 15Krpm 145GB disk.  You really want parted to
move the alternate GPT stuff to the end of the disk, and let you make more
partitions to fill that space, and not be constrained by what the header
*thinks* is the end of the disk.  So, I'd say, for the case where
dev->length-1 > AlternateLBA, just move it and say so.  If dev->length-1 is
< AlternateLBA, assert.
