Re mailing lists, we have an existing setup to handle "obsolete" lists,
used for things like bug-fileutils.  So we could do that for bug-patch.

Re bug tracking, hopefully there aren't so many open patch bugs that
they couldn't just be imported into diffutils in hand.  Perhaps Michael
or Jim or some other as-yet-unknown savannah expert could even do it in
the backend sql (or whatever).
