Hi. Any hope of getting this patch implemented.

I noticed that the Guix distro uses a version of the patch here

http://git.savannah.gnu.org/cgit/guix.git/tree/gnu/packages/patches/plotutils-libpng-jmpbuf.patch

Here's Fedora's version of the patch

http://pkgs.fedoraproject.org/cgit/rpms/plotutils.git/tree/plotutils-2.6-png15.patch

So it is a well tested patch.
