Thanks, Paul.  I believe I got my executables from the "Official 
RCS Homepage" at http://www.cs.purdue.edu/homes/trinkle/RCS/, where 
they refer questions/problems to address@hidden, though there is 
also a link for address@hidden (sending there now as well).

I do believe it's a Windows-only problem.  I've never seen this in
years of using RCS on UNIX.  I see the problem with or without
setting RCS_LF_ONLY, though that prevents Windows RCS from adding
unwanted character 13's into my files.
