Couldn't it fail on NFS-mounted root filesystems?
I have been root on systems where root had fewer privileges to write
files than normal users, due to NFS madness.
Not that that is as common as it used to be, granted.

I've used id | grep root >/dev/null, but I've never needed much
portability there, so I doubt it works on with the maximal set of
systems you want it to.

Also, it seems to me that test -w / could certainly have a false
positive: someone makes it group-writable and then runs as a normal user
in that group.  But maybe you don't care about that case.
