Hello,
This is becoming a real mystery. Let me describe what I did after receving your last message:

(1) uninstalled the rcs version that gets installed in Debian 7 with
      apt-get install rcs
     (a version from the 5.8 series);
(2) installed the latest version on the GNU site (5.9.2)
(3) in my home dir I created a directory testrcs;
(4) within testrcs I unzipped rcsexample.zip (am attaching it again);
(5) executed ci -l In.cpp (success)
(6) executed ci In.cpp (failure)

I am attaching the same file rcsexample.zip as in my earlier post as well as
the command line record of the operations (4-6)

I'm sorry i cannot reproduce this w/ RCS 5.9.2 on Debian 7
and don't have earlier versions installed to test against.
Have you tried 5.9.2 (released 2013-11-28)?
