   I've never figured that out exactly from the
   gnulib documentation, but apparently that's when
   (potentially) the in-memory buffer and the stream
   could have gone out-of-sync or the recorded state
   for the stream is not the same across all handles.

OK.  I will try to construct a configure-time test
that embodies the description you wrote.  Since it
touches many system-dependent aspects, it will start
by assuming a Cygwin environment.  What do you think?
