After a couple of exchanges with rms, he said the following. So it
seems he prefers to have non-Latin-1 names appear in transcription.
Sorry. (I don't know what his underlying problem is with UTF-8, but I
don't think it'd be useful to debate it right now.)

I don't want to recommend UTF-8 for ANY kind of case.
I am not yet convinced that is acceptable to use.
Most of the time, Latin-1 is sufficient, and I would rather use that.
