Although experimenting sounds good, the experiment you propose sounds like a lot of labor. It will be hard to find motivation to work on a gedanken ChangeLog project like that, and even if the experiment succeeds for one person that does not mean that it will work well in a group project.

Instead, I suggest that we temporarily experiment with a real GNU project: that is, we issue a special dispensation just for that project, where it can try out the proposed guidelines for a few months, and then we look at how well the proposal worked in that project.

I suggest the GNU C Library as the place to conduct this experiment, as it has a reasonable amount of activity and its maintainers are eager to try this sort of thing out.
