   But we need to know what help-text to show; normal users
   cannot user all options if lsuser and lsgroup isn't installed
   suid/sgid.

All options should be showed at all times, one can make a section like
tar has, for example:

| Usage: lsgroup [OPTION]...
| Blablabla...
| 
|   -f, --foo                  foo
| 
| Options avaiable to the super-user.
|   -b, --bar                  bar
`----

As for installing lsuser/lsgroup suid, why not try and make it not
require anything that needs suid things?

   The problem is that it cannot find /etc/shadow and/or /etc/gshadow.
   These files are a requisite for things to work properly.

This is only true if and only if you use shadowed passwords.
