[Bug-sysutils] More changes

Did a lot of programming last evening; add-shell and remove-shell are
new, and lsuser + lsgroup should work without /etc/shadow and
/etc/gshadow now (mkgroup/mkuser/chgroup/chuser/rmgroup/rmuser/lsage
doesn't, though, and vipw/cppw will probably react strangely as well if
asked to edit these files.)

Also did some minor cleanups here and there.

bd: Sorry to say, but I have modified the usage-information for chage,
so you might have to redo some changes. :-/
