[Bug-sysutils] BIG checkin

Ok, now I've checked in a LOT of changes, so probably things are in a
very sad shape.  At least things compile... =)

Big thanks to Barry deFreese for doing a lot of work on making the
programs use argp for argument parsing.  This has simplified a lot
of things.

Oh well, the TODO list is long.  Feel free to browse it and submit
changes, or to test the programs and find new things to add to it...
