[Bug-tar] ./configure has become unusable slow

Running ./configure now takes nearly 6 hours on a 
25 MHz Motorola 68020 running SunOS-4.1

It now takes > 20 minutes before even the first line of ouput is
printed, thousands and thousands of /tmp/sh* files are created neanwhile.

To compare: ./configure from GNUtar-1.13.25 takes 16 minutes in total:
