[Bug-tar] tar-1.13.92 suggestion

Hi,

I suggest a new
`--no-date'
option, in order to specify that `tar' should use 0 (1970-01-01)
as the date of members when creating archives, instead of the mtime
associated with the source file. Some people like to force such a
dummy value in their distributions to make them more `anonymous'. Also
see the comments for the `--owner=USER', `--group=GROUP' and
`--mode=PERMISSIONS' options.
