[Bug-tar] Web link error in HTML documentation

Hi

The HTML documentation for GNU TAR 1.14  does not provide the correct
hyperlink to the savannah.gnu.org site.

In section 1.6, GNU tar Authors
(http://www.gnu.org/software/tar/manual/html_mono/tar.html#SEC7), it says:

"In July, 2003 GNU tar was put on CVS at savannah.gnu.org, and an active
development and maintenance work has started again."

The HREF is being interpreted relative to the path of the documentation,
which of course generates a 404 Not Found error.  Perhaps it needs a http
before the site name to make it absolute (I am not sure what tools are being
used to generate the HTML)
