[Bug-tar] tar-1.13.25: unable to restore hardlink

Hi,

I've found a bug in GNU tar:
I've created a tape archive using -P for my whole filesystem.
When restoring the archive I did not use -P, because I wanted to restore the 
former root tree int "/mnt", not "/".
GNU tar failed to restore any hardlink, because it tried the absolute path, not 
the relative one.
Most likely, even hardlinks need special treatment for relative restore.
