On the contrary, it is quite reasonable. The amount of spam being sent
to public mailing lists is overwhelming, and the only way to keep the list
running is moderating it.

Postings from subscribers are not moderated. Also, if the moderator
finds that the same person sends several tar-related postings without
being subscribed, he frees that person's address from moderation.
