[Bug-tar] UTF-8 archive?

Hello!
I hope this is the correct list to turn to.

I read something in the ChangeLog about UTF-8 being supported. What does
this mean?

I found no way to create an archive that would be interchangeable
between different locales. Is there a way to either store the source
charset in the archive and convert on extraction or store all filenames
in utf8 and convert on creation and extraction?

How difficult would it be to add such conversion if it does not yet exist?
