[Bug-tar] patch for gnu-tar 1.15.1 under interix

I've attached a tar.gz of the patches needs to get gnu tar
1.15.1 to compile under interix.
The Makefile patches may well be required due to a bug
in make as the two syntaxes should be equivalent.
N.B. The test case for the make is "make clean"
it was previously giving a sh error unexpected ')'
