[Bug-tar] possible bug found in gnuwin32 version of tar version 1.13

I cannot archive a file starting with the letter r. It
will come back with an error and drop the leading
letter r.

tar: Error exit delayed from previous errors

I drop the r from the beginning of the name and it's
fine. I have installed tar-1.12.msdos.exe and that
works fine.
