[Bug-tar] --listed-incremental woes again

has there been any more fixes to --listed-incremental's behavior since
tar-1.15.2-20060210?

i use that flag all the time and it does seem to be working better than
it was in december, but for some new areas i'm backing up it is triggering
a full backup again after the previous run.

when i look into the listed incr file it only contains directory names,
is this correct!? it is very possible that nothing new was added to
the file system since the last run so maybe that is all it needs to know?

also, what is the diff with the trailing slash here?:

GNU tar-1.15.2-1
1142271959 66148000
1141051465 0 2150 2 /ftp/.omi/001/
1142271631 0 2150 10731521 /ftp/.omi/001/OMTO3G/
1141351279 0 2150 10731521 /ftp/.omi/001/OMTO3G

what is the format of the above (is its description in the tar docs
somewhere in the dist)?:

GNU tar-version
date ?
date ? devnum ? file(dir?)name
