[Bug-tar] gtar 1.15.92 delayed chown/chmod

why does gtar delay chown/chmod until end for some files (most notably
symlinks it seems), for example if i have a tape with
/, /home, /usr/local on it and just want / (which i get by backing it up as ./)
i then want to ctrl-c the gtar -x restore after i know it has gone past all
of the data i want but then it leaves files as mode 000/root.root

ideally i'ld like to put each file system on a diff file on the tape but that
greatly complicates keeping track of the --listed-incremental files
