[Bug-tar] incremental snapshot file format version 2 documentation?

I was investigating some error messages that I was getting in a script
that invoked GNU tar 1.16 with the --listed-incremental, and I noticed
that the incremental snapshot files with that version have a different
format from earlier versions of tar.

I found in the online "info" document for tar 1.18 that there is a
description of the snapshot file formats "0" and "1", but the section
has not been updated to include version "2":

So, I'm sending this message to file a "bug report" requesting that
information on version 2 be added to this section of the manual.
