[Bug-tar] tar hangs

Hi

I am using GNU TAR 1.16 from cygwin for some test on Windows.
when I was extrating the tar archive and one of the files in archived 
was already in the machine one of the application kept it open. Tar hungs
and I also found that tar process was consuming lot of CPU cycles.

When I kill the application which is kept open the file then tar comes out
with error code. Is this a bug which is fixed in latest releases or something else.
