[Bug-tar] tar including files inside cwd when --listed-incremental is used with --files-from=<empty file>

Description:

Running " tar --create --listed-incremental=snapshot
--file=not_so_empty.tar --files-from=empty_list_file "
where "emtpy_list_file" has length of zero, tar includes all the files
in the current working directory

Expected: An empty archive
Version: I tested this on 1.21 which was released on 2008-12-27
