The '.' does not differ from any other archive members, so I don't see
why it should be treated differently. I cannot buy the argument that
changing its ownership/mode may be unexpected to the user, because
this simply means that the user did not read the docs. Indeed, a change
to '.', if unnoticed, may cause certain problems (perhaps even
security-related, depending on the CWD), but the same problems would be
caused by any archive member name, when used improperly. Consider,
e.g. an archive containing 'etc' with improper permissions which is
extracted from /. Does that mean that tar should also refuse to change
the mode of any extracted member whose name is 'etc'? I don't believe so.
