Hi Paul,

Isn't this a regression?
This is the behavior I deliberately choose back when I
set the TAR_OPTIONS envvar to include --keep-old-files.

I wanted to protect myself from accidentally clobbering
an existing tree, since virtually all of my manual uses of
tar expect *not* to modify an existing hierarchy, but to create
a brand new one.
