Please compare "colordiff" (http://colordiff.sourceforge.net/)
In Fedora, Debian and ArchLinux at least, it is in another package. Somebody 
who needs it, finds it nevertheless - I'm a living example.

That being said, I personally would search for your program as "colortar" not 
"tarcolor".
