Tar 1.15.1 (which is almost 9 years old, by the way) did not allow
multiple -T options, neither was it suggested in its documentation.
The passage in the manual you are referring to appeared in version
1.15.90, and this change was prominently marked in the NEWS file
(notice the date):
version 1.15.90 - Sergey Poznyakoff, 2006-02-19
* New features
** Any number of -T (--files-from) options may be used in the command line.
The file specified with -T may include any valid 'tar' options,
including another -T option.
The first stable release that incorporated this change was tar 1.16,
released on 2006-10-21.
I'd suggest you upgrade your copy of tar.
