Hello,

Most of my activity on this list has been related to the --one-top-level
option but I recall submitting a small patch awhile ago which I'm attaching.

It requires at least one specified file to pass an existence check
before an archive is created with -c. Admittedly, this makes the code
less readable. However it makes it harder to lose data by mistyping
arguments and I don't think it breaks compatibility. Afterall gtar
already claims that it refuses to create empty archives.

If you don't like this idea, I'm not going to argue. I just wanted to
make sure it was seen.
