The best way to change the pax specs is to do the right thing, and then argue for the change in front of the POSIX committee. Historically that's what the GNU project has done. Sometimes this is successful, sometimes not. But a working implementation is the best argument.
Obviously we should continue to conform to POSIX if POSIXLY_CORRECT is set.
