[Bug-tar] Make PAX archive

Hi Sergey. In 2015 
(http://lists.gnu.org/archive/html/bug-tar/2015-08/msg00012.html) I 
submitted a patch to make PAX archives binary identical on each run by 
default (rather than embedding the PID as the standard requests) unless 
POSIXLY_CORRECT is set.

I've never heard anything about this from a maintainer, despite asking 
again. Will you please indicate that you'll accept this patch? Reject 
it? Request changes? Request testing against pax implementations? 
Complain that you've been too busy for years and don't know when you'll 
be less busy?

Any response would be less frustrating than "shouting to the void".
