%20 problem in Konqueror and Mozilla

Mozilla 0.9.2 and in Konqueror 2.1.1 fail to follow cross references
with a %20 in them. The %20 replaces a blank space in a node name.
This problem does not occur in Netscape 4.76.
The command
makeinfo --html foo.texi
creates references in which a blank space in a node name is replaced
by %20, like this:
<li><a href="#Preprocessor%20directives">Preprocessor directives</a>:
In Netscape 4.76, you can click on such a cross reference and be taken
to the appropriate location.
However, an href with %20 fails using either Mozilla 0.9.2 or
Konqueror 2.1.1.
When the %20 is replaced by a blank space in both the href and the
name, then you can follow the reference.
That is to say, these work together, the href taking you to the name:
<li><a href="#Preprocessor directives">Preprocessor directives</a>:
Node:<a name="Preprocessor directives">Preprocessor directives</a>,
I don't know if the source of this bug is in `makeinfo --html' or in
Mozilla 0.9.2 and in Konqueror 2.1.1. As I said, there is no problem
in Netscape 4.76.
