    @unnumberedsec, the layout is broken, and chapter 1 is swallowed in
    the hierarchy of Copying.

Try this version please?  It works for me, although it seems like I
didn't make any notable changes since 08-11.  Argh.

Anyway, the @unnumberedsec's and the like without the @node's are
problematic and should never have been written like that.  I'm trying to
get them fixed, but of course we have to be able to deal with gpl.texi
(and fdl.texi and ...) as they exist.
