Well, please, look at the bug report below. I think that texi2dvi might
need to call something like
  BIBINPUTS=`absolute_filenames "$BIBINPUTS"`
  BSTINPUTS=`absolute_filenames "$BSTINPUTS"`

Hi

I have a problem with the -I option to texi2dvi. I am trying to let it 
access ../bib which contains my .bib files. With LaTeX I just change 
BIBINPUTS, but this has no effect for texi2dvi, so I tried this. Here 
is the error I get (it works with latex!):

LATEX='latex -recorder -interaction=batchmode' TEXINPUTS="../macros/:" 
BIBINPUTS="../bib" texi2dvi -q --batch -I ../bib --pdf thesis.out.tex 
-o thesis.pdf
/sw/bin/texi2dvi: bibtex exited with bad status, quitting.
make: *** [pdf] Error 1

(it does not find the .bib files!)
