I understand your point. For LilyPond docs, we didn't decide to
decouple the manuals because they include a ton of images of music as
PNG graphics, so we prefer to save space using a single directory shared
by all HTML (both single-page and splitted versions) and Info manuals.

Thanks. In addition, you may want to mention that 'make all'
compiles info manuals without images, and info manuals with images are
compiled with 'make doc' and installed with 'make install-doc'. Looking
at the commands make issues to build these targets may help, more than
struggling with reading our horribly complicated makefiles.
