Issue with texi2dvi: corrupted texinfo.tex?

Hello,

While executing Automake test suite, I encountered the following issue
with this file:

main.texi
Description: application/texinfo

combined with the following command:

This may be due to the environment variable TEX set to something
other than (plain) tex, a corrupt texinfo.tex file, or 
to tex itself simply not working.
This is TeX, Version 3.14159265 (TeX Live 2017) (preloaded format=tex)

Any idea what could cause that?
