I do not understand the reason to have waitretry enabled in the global
wgetrc by default, when nothing else is.  Wouldn't it be more consistent
to have the default (10) be compiled in, like everything else, so the
global wgetrc can be entirely a commented-out copy of the compile-time
defaults?

It certainly seems like a good default to have.  And anybody who wants
a different value has already modified the global wgetrc.
